The suspect, Stephen Claude Rattigan, is described by U.S. Immigration and Customs Enforcement (ICE) as an unlawful Jamaican citizen who was deported to Jamaica in 2001 but later illegally re-entered the U.S.

According to a report by Radio Jamaica News, sourced from FOX 5, the Washington Humane Society received a report in early January from a concerned citizen about dogs being neglected at Rattigan’s residence.

The report detailed that police arrived at the property on February 14, 2024, to serve a warrant related to allegations of animal cruelty.

However, Rattigan fired multiple shots through his front door at the police, injuring three officers, according to the report.

Additionally, Radio Jamaica News reported that he subsequently barricaded himself inside the house, where he remained for 12 hours, refusing to surrender.

Following what the news outlet described as a peaceful arrest, Rattigan now faces charges including three counts of assault on a police officer, cruelty to animals, and aggravated assault.

It was also reported that Rattigan’s criminal record dates back to 1995, with past convictions for larceny and drug offences.
